How to Identify
Note that this may be related to the issue where the UI will not open in MailEssentials 2012. When trying to add the user in the Access Control list, nothing comes up. In checking the configuration UI log, this error is present:

Workaround / Fix Details
- Verify Customer is on MailEssentials 2014 build 20131107 or Later If this does not work, check the usermanagement.xml file in the MailEssentials\EmailSecurity\Data folder, and check for this flag: true If this is false, set it to true and restart the MailEssentials services to see if it works around the issue.
